To ensure that all parties are involved in a project, VISI has 6 phases.
In this phase, everything that is decided is recorded and documented.

Phases 1 to 4 are performed in steps by default. These steps are the same for all of these phases, but the approach is different for each phase. This is explained in detail in the VISI training.

 FASE PROSES PROYEK 

Initiation

The initiation or pre-project phase in VISI is the initial planning phase. Often there is no clear project, but rather a program. There is a problem or need and intention to solve it. One or more development initiatives follow from this. How this development will take shape has yet to be determined. In practice, the steps in the initial phase can be completed (partially) simultaneously, in a different order, or iteratively.
In this phase, this can involve regional development projects or integrated programs within the national framework, regional agendas, or management and maintenance programs for a particular area. Actors in this phase are administrators and policymakers.

Sustainability gains in this phase can be achieved by collaborating with other parties in the area. By coordinating spatial development, logistics and transportation can be managed more efficiently and cycles can be closed. In this phase, the Sustainable Infrastructure Approach focuses on gains in regionally oriented development.

At the initiation stage, projects are rarely handed over to contractors. However, contractors in the sense of engineering companies or consultants will be involved.
